Personally, for the sake of privacy, I would vote 3, but this could kill mass adoption and the initial idea of a bluetooth mesh network. So probably 1 is better at this early stage.

Keep it lean, and let Torbot do the heavy lifting.
It would be very good having pure onion address relays, because you don't need to exit on clear net. This is the culprit of most of the issues .. however i saw that everything stuck using onion net nostr relays .. probably most of the nostr implementation didn't work on that.. i saw big issues with

My vote is 3. Using outdated versions of Tor is a massive danger to both privacy and security. Plus, 140mb isn't that big so it's a solid trade-off.
Make Bitchat 10 GBs
Add some Bloat, Modern Graphics, Detailed Skins, we don't live in 1960s when 10 MB was $3,500.

I don't get where this fear of utilizing data comes from, I know bloat is a drag, and people used to do more with less but sometimes under optimized code that functions properly is better than over optimized code that is so slim that it's prone to errors.
