there’s plenty of objective evidence that china is an authoritarian surveillance state, and the effects of that on human experience can be deduced. But culturally it seems that most chinese don’t have a problem living like this

Yes. That is definitely a thing in China. Speed traps are all over. Same to for pretty much any driving infraction. Now those cameras, the ones on the roads, they are effective.
Also zero tolerance for drunk driving. Get caught and it’s 10 days in jail no questions asked. Straight to jail.
