Here are my 2 cents:
From my perspective, public relays fullfil a need for anyone to be able to publish and read posts for free. This is critical for freedom of speech.
But they don't need to hold posts forever. A 30 days retention policy would make sense, balancing the service towards freedom of speech with the realities of infrastructure costs.
If you want your posts to be available for more than 30 days, then you can pay for-profit relays to archive your content or you can stand up your own relay using your own infrastructure.
both of those are not a good fix for public relays, but they are needed

My view is that anyone has the right to run a relay with any policy whatsoever, without purposefully harming or deceiving others.
It is also that, however, neutral free speech relays, usable by anyone at no charge, optionally with a spam filter, and one with few false positives, are the kind which best contribute to the mission of furthering freedom of speech.
You don't owe anyone anything by default, but there are things you can do, if you want to (and many do want to) which will make the world a better place. Contributing to the cause of freedom of speech is one such thing and running a free speech relay is one way of doing so.
It is an altruistic act. It's not the only altruistic thing you can do, but it is a valuable one.

Also, since they both (allegedly) will comply with US law, it would be nice to have relays in many jurisdiction.

I mean, it's easier to load-test Nostr than most other systems because you don't have to create user logins and you can write straight to the data store.
You can just use NAK to auto-generate nsecs and go for it. Could generate hundreds of them on your laptop and have them all running a Jenkins script, asynchronously. With a good graphic card, probably thousands of them.
Not even just writing to the relays, but fetching, clicking buttons, typing, etc. So, you can load-test the apps, as well, and take down websites.

What relays decide to store is their prerogative (especially if they are doing it for free!). It is there right (and duty?) to censor illegal content.

in Soviet Union where i grew up it was understood that romance is for young people, then at some point in college you get married, and then you just raise children.
