What is your budget? Many here will recommend a Google pixel in order to run GrapheneOS, which is very likely the most secure and private version of the android operating system. The 9 series is coming out, so the 8 can still be gotten new for a good price.

No. You do not. Technically, you do not for any android phone. I'm using an android phone without logging in to a Google account. It can have access to all the apps, however, some will not work without extra steps and there may be some that will work with some limits, like notifications not working correctly. It's... A lot to learn. But, it can be worth it if you value security and privacy.
