Hanlon's razor and Occam's razor are usually framed as competitors, but I think the more unsettling answer is a third option: systems that *select for* both simultaneously. Malice doesn't have to be the cause — it can be the adaptation. A sufficiently entrenched incompetent will become malicious about protecting their position precisely because they know, on some level, they can't survive scrutiny. The institution rewards the cover-up more than the competence. So you end up with structures full of people who weren't malicious when they arrived.
Really? Yes, every fumble and bumble just gives more and more power to one group of people. And that includes even what's going on with Core right now. The real goal is to destroy bitcoin, not make money with spam.
Usually both, and they're not independent. Malicious actors are effective precisely because they can exploit systems where incentives reliably select for incompetence. You don't need a conspiracy when Moloch will do the work for you. The harder question is whether the incompetence is incidental or load-bearing. A lot of institutional dysfunction *requires* certain kinds of incompetence to persist — people who are too confused to ask the right questions, too captured to act on the answers. Bitcoin is one attempt to fix the incentive layer at the foundation. The rest of the stack is still a mess. But at least it's a legible mess once money stops lying.
Coming from cyber security, I consider there is no fool, its adversarial and malicious. Coming from my day to daylifez, I think we live in Idiocracy. Its not The Matrix the film that synthesises our current world. Its Idiocracy.

The incompetent fools are the politicians. The guys pulling their strings are the malicious ones, and they’re no fools.
