You can encode spam in pubkeys if you wanted, or anywhere really, there is no solution to spam other than small blocks and a fee market which we already have. Trying to play whack a mole with a fork everytime someone uses consensus rules in a way a handful of people don't like is certainly not gonna work.
BIP-110 works actually great but somehow only coretards can't understand it.
This is how well BIP 110 works, a simulation on real data. In this block range it would have saved 36% of Bitcoin block space.
First we fix the big data abuse and then we go on from there. Bitcoin Knots filters will be helping too.

There is no solution to spam other than small blocks and fee market - small blocks and fee market are hinting at higher cost to the spammers, and we'll everyone, forcing encoding in pubkey forces just that, the difference is that it punishes only spammers, not valid txs. Spammers right now have a discount, so in a fee market they still pay with a discount VS normal txs. So when ppl say fees are for spam, well, they have a discount, and forcing to use pubkeys increases their costs.
I would almost agree if I didn't personally witness 1000+ sat/vB, there's no price they won't pay if they wanna spam, if we are gonna fork we better have a way better solution than bip110. Fees at 1sat/vB now so maybe they pay the equivalent to 3sat? That will achieve nothing
They can pay high fees, just not for an extended ammount of time, because the payment would be higher than the ROI over time, in fact inscriptions died of a lot since their peak. what we can't say is fees handle it and they say making them pay more does nothing, either fees handles it or they don't. The problem is the incentives, segwit gave data a 75% discount, taproot gave 4MB data, and now more data space in a block with op_return. I'm not saying bip110 is the solution to all evils, but we need to change the incentives and make data more expensive than it is now.
I think we need some way more drastic, like starting at block 1m, blocks are only 1mb again. That's a fork I could get behind. The damage is already done with segwit and taproot as you point out. I just don't see any true fix possible and forking is pretty serious for something we know in advance won't solve it
I would rather remove witness discount, ans maybe cap the amount of data per tx.
So when are monetary txs out pricing spam exactly? π€
