When Valens arrived in Tomis, Bretanion refused to greet him or allow his church to commune with the Arians. The Emperor, enraged, exiled Bretanion. Yet, the people of Tomis, loyal to their bishop, protested, and Valens, fearing a revolt, reluctantly allowed Bretanion to return.
