There are international treaties under the United Nations umbrella that provide "laws" for wars and similar situations, but these are not really enforceable and barely work as a common denominator for enforcing stuff on poor countries.

When people have nothing to loose anymore & have stopped valuing their own life, they will identify those at the top. Realizing they have been betrayed, some may draw radical conclusions. They might have only "one shot" but sometimes those people live long! If we want such a system, ok. Be it!
International law doesn't apply if you label the state as a terrorist organisation. It's how you get around a formal declaration of war which exceeds the executive powers given to the president. Rule of war only applies in "war" not counterterrorism. Fancy right?
When the lions fight everyone else waits for the outcome and subjects themselves to it.
But abducting the president of another country without declaration of war is just a bullshit show. But the oil pays for it I guess.
