This is why governments have put strong emphasis on improving enforcement tech, especially in recent years. Because improved enforcement tech = consent substitution. When consent is scarce, systems spend more on tech + law. You might have heard about the "round-tripping" in the tech sector. It's mostly just masked subsidies. Government and mega-platform cash/benefits leave one pocket and reappear elsewhere as "ecosystem support", "credits", or "co-investment", not as line-item subsidies. The same dollar touches multiple ledgers (cloud, ISV, integrator, buyer) and returns as growth, margins, or "productivity" instead of "aid". AI isn't a consumer story. It's a state capacity build. CapEx is converging on governable AI: identity, provenance, audit, lineage, rollback, simulation. That's a decade of insatiable, constraint-bound demand. Absolutely spot on! Just like how the operation warp speed and the Manhattan project resulted in the increased destructive capacity of the state, Genesis will have the same effect.

It's a good article. I would say the greatest technological advances emerged from the government, not from decentralized competition among independent actors pursuing their own visions (especially in recent history), but that's just my opinion. The companies you write of are actually the government, the scientists are the government, and the universities are also the government. - Operation Warp speed (poisoning people with vaccines as viruses don't exist) - The Manhattan Project (scaring people into submission as there is 0 evidence that nuclear weapons exist - no one has ever proven they can split an atom) - The Genesis Mission (AI governance)

If that is true then it means Genesis is just a continuation of long standing tradition especially given that Kissinger’s last book was called Genesis and no prizes for guessing what it was about.
