I am thinking: since a gov office usually want papers issued by another office as a proof of something, what if get that proof, but then also legaly rename yourself at the same time. And if the timing on it is correct, what if you would end up with 2 legal identities, because it slipped through? Or zero identities? You could perhaps get yourself into a legal limbo where you are dead and alive at the same time.

The child has a passport, it has a legal identity.
This is about defining whether the state has more authority over your child than the parent.
I think its more a case of the state owning that legal identity and therefore issue debt against it (common law) and the parents retaining full legal rights to that legal identity (admrialty or maritime law).
In this case, as a legal identity this child would still pay taxes and receive benefits it's just the state can't count her as legal property (count towards GDP per capita) .
