I think its more a case of the state owning that legal identity and therefore issue debt against it (common law) and the parents retaining full legal rights to that legal identity (admrialty or maritime law). In this case, as a legal identity this child would still pay taxes and receive benefits it's just the state can't count her as legal property (count towards GDP per capita) .
