It's the big secret that no one wants to talk about or touch upon.

There are LOADS of drug cartels in Spain, on the Costa's. I'm from The UK and have extensive knowledge of this, UK firms, Irish firms and ones from The Balkans, they are the main players. I'm not saying that The State isn't involved, because they are, the judiciary and police can be bought, just like they are, in South America.
No different from the US then, I suppose...
The Strait of Gibraltar acts as a key chokepoint for North African shipments, and Andalusia has become a hotspot for South American cartels routing product via sea or even through West African intermediaries.

I knew an ethical anti drugs officer in spain. He asked why the helicopters used to search were based at edge of range to patrol and was told budget constraints. He investigated and came up with a full plan and budget for drone surveillance implementation and was told it wasn't possible and it got ignored.
Local community used to go to a bar near the coast when word went round. Fishing boats go and recover drugs (timed to float after salt weight dissolves), bring them in and pass onto the corrupt police who then drive out of area to pass on to other vehicles for distribution. Was comical. Anti drugs olice chasing corrupt police. All organised and very obvious.
The money laundering is out in the open too. Huge plant nursery with dead plants and a bar where the people "working" there would just sit drinking beer and chatting.

The fight against drugs, haha, and the politicians, police, and customs agents themselves are the ones who allow it and make money from it, as well as consuming it.
I'm from Spain, and I can tell you that in Spain there are hardly any drug cartels compared to other countries... because the government and its officials are the ones most involved.
I know you're from Spain, I also know that dozens of drug cartels operate, out of there. You yourself, have said it is the major European hub, for importing drugs, which it is. Cocaine from South America and cannabis from North Africa. It is the drug cartels doing the importing, that fact that some of them may be hand in glove with The State, I don't doubt, but there are clearly a good number of independent drug cartels operating out of the Costa's. They are generally shooting at each other every few weeks!
