That’s pretty smart regulation. I just wonder why hasn’t that been introduced back then when we had old fashioned communist states in East EU. When those guys from police wanted to arest you they would have also had a chance to give you speeding ticket before beating you and throwing to jail. Now their grandsons can do that.
Is it ok to be slightly faster than 6 km/h to pass someone?

Yeah, I don't know. Kind of better than forbidding skaters and scooters but 6km/h is really slow. Make it 8 or 10 and it kind of makes sense as a "we allow all vehicles to move on the sidewalk as long as they are not faster than fast pedestrians". Running pedestrians should still be exempt from the speed limit as the inertia of a person+scooter will be higher than a slightly faster human without scooter.
