We need your help to enshrine self custody in Nebraska! Time is limited with this year's short and contentious legislative session. We are asking for public comment on LB717 before 8am on Tuesday, January 20. Please continue reading for details, a link to the bill, and sample wording for comments. In our mission to educate Nebraskans about Bitcoin, we met with over 30% of state senators last year. We found a warm reception to learning about Bitcoin's fundamental value and opportunities to lead the nation in state-level Bitcoin policy. With the Legislature in full swing, we see a clear opportunity to amend LB717 and close the self-custody gap in state law. LB717, introduced at the request of the Nebraska Department of Banking and Finance, seeks to harmonize our statutes and code with recent changes in federal law and regulations. But it misses key elements from CLARITY in the Blockchain Regulatory Certainty Act and Keep Your Coins Act. We are introducing draft language for a narrow, technical amendment to LB717 that would amend the Nebraska Financial Innovation Act to protect the rights of self-custody for users, developers, and service providers. This is our best chance in 2026 at protecting Nebraskans from the abuses of power shown against Tornado Cash and Samourai. The only committee hearing for LB717 is on Tuesday, January 20, at 1:30 PM in the Capitol - room 1507. Please consider joining us there or leaving comments online. I am writing in support of amending LB717 to clarify that Nebraskans have the right to hold and use digital assets in self‑custody wallets and participate in blockchain networks without being misclassified as depository or custodial institutions. The Nebraska Bitcoin Association's draft amendment would strengthen the Nebraska Financial Innovation Act by closing its self-custody gap. This would harmonize state law with the Senate Banking Committee's non-contentious language for the Blockchain Regulatory Certainty Act and the Keep Your Coins Act. It ensures that: 1. Self‑custody is protected as a lawful exercise of property rights. 2. Node operators and miners are recognized as infrastructure participants, not money transmitters. 3. Entrepreneurs, developers, and users can publish and use software freely. 4. Fraud, tax, and public safety laws remain fully enforceable. This is a straightforward technical clarification with no fiscal impact. It resolves potential conflicts of law and positions Nebraska to lead the nation in effective policy and fostering growth. As Governor Pillen told the digital assets industry in November, “Nebraska is open for your business.” Passing this amendment demonstrates that promise in action, signaling our innovative spirit, while safeguarding property rights. I urge the Committee and the Legislature to amend LB717 and protect self-custody.

This is a few weeks old, and probably he made the trade sometime before recording the video. From memory he didn't sell it for fiat, it was a precious metals swap, and so far that's been working out well.
