Because that is the exact threshold where you can quietly and unobtrusively rob people without it becoming too conspicuous and causing unrest and protests on all sides. The threshold for minimally invasive mass-robbery, so to speak.

Why settle for zero ? If we take productivity gains into account money should be deflationary. Government is robbing us by way more than just the inflation you notice !

What is scary is that 2% is no longer officially the target. The official, written in the rules, target is an AVERAGE of 2%. Another way to tell plebs to suck it hard.
