Because that is the exact threshold where you can quietly and unobtrusively rob people without it becoming too conspicuous and causing unrest and protests on all sides. The threshold for minimally invasive mass-robbery, so to speak.
2% on 50 trillion is not a bad payday if you ask me.
Whenever someone does that one should say "Sir, can you answer my question please". Don't let them get away with that yada yada bla bla.

The official, written in the rules, target is an AVERAGE of 2%.
