What a nonsensical answer to a straight forward question.
Because that is the exact threshold where you can quietly and unobtrusively rob people without it becoming too conspicuous and causing unrest and protests on all sides. The threshold for minimally invasive mass-robbery, so to speak.

The real inflation is always double that. Minimum.
Why settle for zero ?
If we take productivity gains into account money should be deflationary.
