The easy solution is to make men more desirable and women less independent. Arousal increases when women see men with impressive skills.
Make abortion illegal by default and support new children and new local political communities.
Offer fiscal benefits to men with families of three or more children and to women with six or more children.
The system is designed to make it difficult to have stable family life. We make it hard for men to earn enough to support their families and we give out rewards to women who leave their husbands.
We punish responsible individuals who can't quite make ends meet and give government benefits to those who don't even try, or aren't even citizens, from the taxes of the responsible ones.
