The system is designed to make it difficult to have stable family life. We make it hard for men to earn enough to support their families and we give out rewards to women who leave their husbands. We punish responsible individuals who can't quite make ends meet and give government benefits to those who don't even try, or aren't even citizens, from the taxes of the responsible ones.

Economic factors are secondary to birth rates. It's better to have a strong local community that supports and cares for new children than to have more income. More income is for males because females are more selective and less inclined to have children if they are financially independent. That's why I propose fiscal benefits for stable families led by men. Social status is more important than economic status.
