You can also opt to set up your citadel in an appropriate location to begin with, far from said ne'erdowells. Fending against nature is often far easier than fending against sociey and state.

Production in front is also good because it showcases what you are doing, invites people in. With the caveat that production has to be both well-organized (beautiful to look at) and top notch quality produce.
Fiat world is typically the opposite, trying to hide the short cuts and low-quality aspects from view and put up a fancy veneer in front. 🙈
