Serious question. Why is Strike allowed to expand and continue, while Samourai gets shut down?

KYC shit, innit. They might not be able to trace what you do when you withdraw over lightning beyond the first hop, but they know you've brought/sold it. Samurai can be used for further privacy by people who haven't been KYC'd.
