Because what the American government is doing now is what 100% of hardworking honest people were hoping for years.

Its just strange how it gains popularity in African countries right before a bunch of terrorism happens in that country and social media gets blamed with the same story about foreigners offering people money to damage infrastructure each time. Also I think if the Ugandan government shut down the internet people would not be using the app/Play store to download an app because they wouldn't be able to access the internet.
