I had first read about lame #PDF redaction with a black square so that the text underneath could still be copied somewhere around 2000. Several such blunders were revealed at the time by the iconic website cryptome.org
Now I see that a new generation of officials has grown up in the US who have not inherited this knowledge from their older colleagues 😆
