Bureaucracy always needlessly fills the time, space, and budget available with needless crap. The only way to spend it wisely is to eliminate ALL bureaucracy and give the opportunity to the private sector completely.
The one interesting and kinda cool thing about this: the time capsule aspect. This reenactment belongs in a museum, but so does the entire federal government so it's still very fitting.
