Just pay Egypt to allow it. All they care about it money. From what I've heard, they just use the pyramids to pump money out of foreigners, and every rule can be broken with some relatively cheap bribes.

They are cagey on these issues because of their branding for the reason you just raised, but let me repeat, if I was benevolent dictator of the United States and they won’t take a check, I’d put boots on the ground. I need to know wtf is going on under those pyramids.
Not only the pyramids - there's tunnels all over Giza and Cairo, and their government has been sealing them off
