Been through this before in FR, so it may differ somewhat. But most EU insurers will accept proof of previous insurance from any other country... This makes it pretty easy to give them what they want. You can easily create some insurance document from another agency in German or French or English, that they can't verify. But it will be enough to 'prove' that you have had insurance for the past couple years, with no way for them to verify since the insurance systems are not interconnected from country to country. Or even just find some old insurance policy documents from your last insurer and modify the dates to reflect what they need to see.
