This is a rather dangerous argument to be making. Governments right now are using the excuse of 'protecting children' to effectively ban end-to-end encrypted chat.
The 'online-harms' bill in the UK is a good example of this, but it is happening in many places around the world.
I would say this incorrectly assumes that the first paragraph is true
