I personally worked full time through my first bachelors degree while attending college full time. Then I got a job with that degree, and that job paid for 75% of my second bachelors degree, while I continued to work full time.
No loans. No grants.
No.
You work while attending school and pay for it yourself. I did this through two bachelor's degrees. No loans, no grants.
You have no claim to other people's money to pay for your education. Your neighbors do not owe you and education.

Just to give a perspective PU in state is bout 10-15k a year, out of state PU is between 25k - 40k just for tuition, you can safely add 20k for living expenses and you say this is achievable because you secure a job with the first bachelors degree that could pay the second bachelors degree?
Now what is the real price for this education?
Private universities are costing 40k-65k and you are telling me that the teachers that teach in the Public Universities receive 50% less salaries just because?

A person graduate @ 25-30 and it is hard to start a business not enough but you have to pay your debt until 40 if you are lucky.
I actually research it at the time, and yes, I paid 97% of my tuition. The state only forced my neighbors to subsidized 3%, which I would've gladly paid.

Did you have a change to research apart from tuition, fees and state funding what is the percentage of research grants, donations and sponsorship went into the University account?
If you go deeper into this rabbit hole you will see that the tuition fees that are collected from the students are between 15 and 20% of the total budget of the University.
