I didn't entirely understand it myself, but I believe it is removing the ability for the state to apply a definition of your responsibilities of a parent / guardian. Instead restoring the concept of a parent defined by the parent, meaning the state has limited ability to intervene in your child's life.
As for the trust thing, have you looked into the cook islands?

Why do they need a pass port if they aren’t under government control still? Why was that passport even needed?
If you’re not under government control, you don’t need a piece of paper that says you can leave government controlled area…
So the Cook Islands doesn’t have a government that issues things right?
