The URGENGY of a 9 month activation window and a temporary runtime of 1 year. I wouldn't call that reactive or urgent.
Also, if an idea is a good idea, why wait to deploy it? Release candidate systems fix problems in implementation.

And remove the witness discount.
Then the fee market would be fair and spam can compete with that.

I agree with Jimmy 100% that the biggest threat to Bitcoin currently is governance and the precedent "if the Core devs agree amongst themselves that something is right, then the rest of the community can go fuck themselves."
Do you also agree with Jimmy that spam naturally gets priced out by fees?
