"Cops" is doing a lot of work here. From an Ancap perspective, I still think there would be "something" like police to perform a public safety role. But I think this would look much more like private security guards, or even hybrid public/private type "safety patrols" that we have now in certain urban areas funding by BIDs (business improvement districts). But yeah I strain to imagine how something like ICE or anything at the scale of the US military would exist without a strong central government. These entities do nothing that anyone will willingly pay for... They only exist because of Fiat.

I believe it would all be private. Wanna go shopping at a grocery store? They will have security in the area. Want to feel safe in your home? Neighborhood patrol. Want safe roads? The owner of that highway will take responsibility for it. It’s all motivated by keeping customers happy and safe so that they continue to do business with them. No coercion or violence is needed to extract money from anyone who doesn’t want to be involved.
Maybe some sort of decentralized police, but fighting violence with violence is madness, it only causes harm regardless of circumstance. I can’t imagine any form of police reform that would be a net positive for society - maybe robot cops that are designed to deescalate … ? I don’t really like that idea either though. Abolishment of a police state and decentralization of money is probably the only way to end crime.
