I believe it would all be private. Wanna go shopping at a grocery store? They will have security in the area. Want to feel safe in your home? Neighborhood patrol. Want safe roads? The owner of that highway will take responsibility for it. It’s all motivated by keeping customers happy and safe so that they continue to do business with them. No coercion or violence is needed to extract money from anyone who doesn’t want to be involved.
