We use NIP22 comments on @Zap Cooking recipes, since those aren’t intended to show up in public feed threads, but I’m not sure I get why a kind 1 note shouldn’t also have a kind 1 reply. Wouldn’t that make reposting and quote-posting incompatible across clients?

Clients can begin to offer a "quiet reply" mode that uses NIP-22. Users can opt-in to that when they don't want their reply to show up on their feeds to everybody (and accept that at least for now it might not show up for the thread author either). I would probably use it a lot.
I have been thinking about writing a client that would timestamp messages as sent on the current date in 2021 or something. could be fun, partitioning content by epoch. It would also screw up any idea of the authenticity of old posts

Years of old content already exists. At this point, it is set in stone. Unlike centralized platforms there is no apply migration button

That's stupid. Nothing stops a client from generating notifications anyway.
