We should deprecate kind 1 replies and do kind 1111 comments only.

We use NIP22 comments on @Zap Cooking recipes, since those arenβt intended to show up in public feed threads, but Iβm not sure I get why a kind 1 note shouldnβt also have a kind 1 reply. Wouldnβt that make reposting and quote-posting incompatible across clients?

No. That's people not using outbox. Developers or end users. Most likely a relay issue.

NIP-22 already does this. It clearly says when replying to events that is not kind 1, then kind 1111 is to be used.

Sure why not
Lots of code/complexity to maintain it both ways. The kind 1111 way is more elegant and powerful.
Clients can begin to offer a "quiet reply" mode that uses NIP-22.
Users can opt-in to that when they don't want their reply to show up on their feeds to everybody (and accept that at least for now it might not show up for the thread author either).
I would probably use it a lot.
I have been thinking about writing a client that would timestamp messages as sent on the current date in 2021 or something. could be fun, partitioning content by epoch. It would also screw up any idea of the authenticity of old posts
