In urban areas makes sense.
Fentanyl is shelf stable, it can probably be stolen from hospitals pretty easily by nurses and doctors that sell it on the side.
Raw milk has to travel from a farm, it's really only good for a couple days if it's refrigerated.
Unlike pasteurised milk, raw milk that is clean with no contamination will turn into a sourcream yogurty type thing.
