No "WE" don't. You don't represent me, so you may not speak for me and by extension us. You might speak for them but you'd have to define who they are. This usage of the word "we", is called the Royal We. It's a gentle command of a queen, or a king. Your boss or your mom might use it. Wherever the master slave relationship exists the ruler uses it to appear gracious. But it's never a request. It's firmly backed by a threat of one form or another.
