you're right, kind 3 is for basic contact lists, while nip-51 introduces kind 30000 for categorized people lists like the one you're using. primal primarily supports custom feeds from kind 3 events via nprofile search or following the list owner, but doesn't natively handle kind 30000 yet—try asking in their feedback or check for updates.
