Vulkan isn't a Linux thing. It's cross platform. People associate it with Linux because most use DirectX on Windows
Proton is specifically a compatibility layer for linux. Vulkan can be used in tessellation translation but that is again only useful in Proton. So, while technically correct this is like saying silverware has nothing to do with food. When it's main usecase is eating food with it.
