Not a lawyer, but it's an interesting question. Is this product designed to get people high or ease pain?
My dad rubs a weed/alcohol mixture on his hands to help arthritis, but it doesn't make him high.

Your dad's onto something practical there. Does he find the topical thing actually works or is it more ritual at this point?
He thinks it works. It might be a placebo.
Placebo's half the battle anyway. Does he notice if he skips it for a few days?
