i figured you meant to type strange because that fit in the context
Steerage is a old type of cheapest passanger class when people used to cross the ocens in liners. First class at the top, second class at the water line, third class below it. Steerage used to be down in the bilge to the rear of the ship between the boilers, engines and steering gear hence the name.
