Context ? It seems like the person who is being arrested is sitting down and filming. They appear to be in his flat. How did they get in there ? Why did he take time to sit down?

In the UK you can only be arrested under the decency act if you make lewd comments to a minor. Just a thought.
Yeah Spain and Portugal are pretty advanced when it comes to repression, abuse of power and lack of justice.
The UK just doesn't have the tradition, but that's about to change.
Last year the UK arrested 3 300 of its own citizens for social media posts. In contrast Russia arrested 400.
