Context ? It seems like the person who is being arrested is sitting down and filming. They appear to be in his flat. How did they get in there ? Why did he take time to sit down?

Probably asked if they could come in for a “chat” or someone else let them in,
Either that or they had a warrant which doesn’t give the op much power.
