Phone manufacturer can definitely hide bombs in devices, or hide a security flaw allowing the phone to overcharge and overheat itself to start a fire. I wish I had advice for what to do about this, but I don't. This is one of those things like drone strikes we all have to fear the authorities having the power to do to us as society keeps collapsing further into dystopia.
If you're taking the threat of a phone bomb that seriously, I would try to use small phones you can use in one hand. Less space for hidden bombs, and less chance of crippling both hands.

This is war, innocent people sometimes get hurt. Targeting those pagers had a magnificent military-men to civilians ratio. All on active duty! Unlike the thousands of rockets that Hezbollah rained on Israeli cities (and the fact that Israel’s Iron Dome intercepts most of them, doesn’t change Hezbollah’s intentions). image
