The operation was led by Tareck El Aissami and former crypto superintendent Joselit Ramírez, both now detained. During that period, El Aissami held absolute control over Venezuela’s crypto system, manipulating institutions like Sunacrip, the Crypto Assets Treasury, and the Mining Registry.
After the collapse of the Petro in 2024, the regime launched a new phase using stablecoins such as USDC and USDT, operated by private companies linked to power —like Kontigo and Crixto Pay— to conduct massive, unregulated transactions.
