Not really a very good situation even for bitcoin/lightning. Not even GSM worked well.
The only way to pay would be #cashu and that would require a mutual trust.

Bitcoin needs to figure out a way to do payments without internet, even if it's somewhat trusted. Without electricity would be good too but that's harder.
