It's all a matter of having that inner skill set of finding a good mate. Some have it , some don't and suffer the consequences. The State doesn't help much (though yours truly had the bitch arrested, stormed down to the court house, got a restraining order and won 100% custody of three kids, got the kids, the dog ...... the bitch got 25% my 401K.)
