The nodes that do things that negatively impact the network will be forced to shift away from such practices over time organically. In a truly free market there are going to be people who do things that others disagree with. The details don't matter, people don't need to update their nodes at all if they don't agree with new policies, just use the last universally accepted version of node software until disagreements come to their natural free market conclusion.
