I'm not sure if I understand what was accomplished there. Do they generally send the boats back to pick up more people?
These immigrants do not want to stay in France but go to the UK, the French police prevent them.

Who sells and delivers the boats to the French shore? Shouldn’t be hard to figure out.
Because they are English speakers or they have family in the UK. In any case, many are in the north of France in order to reach the UK
A few years ago the french government got caught inflating prices on small inflatable boats selling them to migrants in turkey. I guess the french government owned or had a stake in the decathlon sporting goods store in the city of Bodum.
Maybe the media at the time just accuse the french government because it's a french brand?
