Except Paraguay has cheap energy and cheap tech so you can buy and run an AC without paying 500% more than the rest of the world.
That's become commonplace in many European cities. Paris in august usually gets to 40ΒΊC. And to -5, maybe -10 in winter. Paraguay is livable!
