100% as it should. There's an aspect of over-reach and then there is an aspect of abuse. So what is it, who will legally save an u18 who has no income, social securities etc.

Without legislative power, the children are protected by the people (which includes the police), who can use common law to justify the lengths they go to in order to protect them.
