The bottom number is the actual number.
If someone has no followers and didn't finish setting up their account it's not a new user. Just someone making new accounts to inflate their follower count or new users who immediately gave up and left

Or bots. I set up a watchtower to hit me up when our site goes down. I expect the ai agents to come out in force this year.
