I think the idea here is that fiat can be made out of thin air while bitcoin can't, so you'll run out of bitcoin eventually and will not be able to get more while your enemy will be making more fiat without issues.

Generally, either you can say that funding a long war with bitcoin is just as good or that it's impossible, not both claims at once.
