Yeah, I think history shows any change will lead to a burst of new spam. Saying otherwise is stupid and only gives the opposition a free "I told you so" I support changing the default but leaving the setting and I still say don't promise no new spam. Most people arguing both sides are poorly informed enough that a current spam source switching from witness to op_return would be seen as proof of new spam.
